17-yr-old tainted by fight between mother and school authorities

Reshma Seth (17), (named changed) a student of Guru Tegh Bahadur School, Manish Nagar, Andheri (W) may have to stay at home unlike her classmates. This was following an altercation that her mother had with the school over tuition fees.
Reshma told Mid-day, “I saw my principal Surender Kaur and her son beat up my mother as teachers caught hold of me. I couldn’t do anything. The harassment started with teachers demanding the tuition fees in front of my classmates. I really felt hurt when they would do that.”
Reshma whose parents want her to be a hairstylist is panicked about her future, as her mother never wants to send her daughter back to the school. Since schools have already re-opened, Reshma’s mother expresses concern over her admission into another school. On being asked about the possible repercussions the event may have on Reshma, Dr Rahul Ghadge, consultant psychiatrist from Kemps Corner said, “In such cases, firstly the child usually is in shock or denial followed possibilities of low self-esteem, depression, and school phobia or an aversion to school. The child may become a loner. There are possibilities of the child turning rebellious, vengeful and abusive with all those around her. Adolescents in such cases may also get into substance abuse. She needs psychotherapy to vent out all her emotions.”
“I am too scared to go back to the school to pick up Reshma’s school leaving certificate, a requirement for admission into a new school. I will wait till my husband returns from London next week,” said the girl’s mother, who added that she will leave no stone unturned to get her daughter admitted into a new school, so that Reshma would not lose a year.s

Bhoiwada police refuse to file FIR on fake cash despite RBI regulations

Rohini Sharma, HDFC bank’s Parel branch manager was stunned when cops from the Bhoiwada police station refused to file an FIR (First Information Report) regarding fake currency from two corporates. What further shocked her was that the police officials advised her to settle the matter directly with the firms. Sharma approached the Bhoiwada police on June 30 and said that the cops seemed ignorant of the action they were supposed to take regarding the counterfeit notes and caused much unnecessary hassles for the bank officials.
“They refused to register the FIR and even tried convincing us to settle the matter directly with the two companies that deposited the fake notes along with a bulk of other notes. According to RBI regulations, when a branch detects forged notes it has to bring it to the notice of the local police station and file an FIR with the police. These regulations were imparted to all banks via a circular dated August 31, 2004. They only agreed to take action after we took the help of a retired ACP and showed them the RBI circular. The procedure took about six hours,” informed Sharma.
The notes came to light when the bank’s main office discovered the fake notes - one Rs 500 note and an Rs 100 note- after passing the notes through the currency-checking machine. They immediately alerted Sharma and she in return took action as per the RBI regulations. The police on the other hand denied reports and were quite irked on being questioned about the incident. Ambadas Gadade, senior police inspector, Bhoiwada police station, under whose jurisdiction the case falls said, “They only came once yesterday and we did not refuse to file the FIR.”
Sharma also complained that there is much need to revise the regulations regarding the course of action taken against the circulation of fake notes. “The police treat the people who have deposited fake currency, as criminals and the cases take about five or six years to fall in place with the courts. These customers are mostly innocent and are unaware about the authenticity of the notes. It is a gruelling procedure and we are pushing senior management and RBI officials for some relief in this case,” she added.
According to Sharma, all branches come across three or four such fake notes which are normally Rs 500 notes and Rs 1,000 notes and also added that Rs 100 notes also turn out to be fakes sometimes.

Members of the Bharatiya Vidyarthi Sena (BVS), the student wing of the Shiv Sena, laid a trap for Umakant Sangve after the girl complained to them. Poonam Markhande (name changed), along with a few other students, approached Amol Palekar, a BVS activist, and complained about Sangve's behaviour. "Sangve used to touch me indecently. He warned me not to disclose the incident to anyone in my family," Poonam told Palekar. When Poonam's parents confronted Sangve on Saturday, he denied the allegations."We then approached the principal, Ramachandra Adhavle, who refused to meet us," said Palekar. The trapLater, Sangve gave the BVS the perfect opportunity to catch him. "When he called Poonam on her cell phone and asked her to meet him at an isolated place on Monday, she put the phone on loudspeaker. We heard the conversation and set a trap. He was caught when he came to meet her," added Palekar.A case was then registered against Sangve at Kurar police station in Malad (E). "Sangve will remain in police custody till August 26," said Inspector Popat Tivatne. The principal remained unavailable for comment. Police sources say the school has decided to suspend Sangve. Sources revealed this is not the first time that such an incident has taken place.

Antonio Desouza High School, Byculla was in chaos as the media flashed errant reports about a roof collapsing in the school. "There has been no roof collapse only a part of the railing of a staircase on the first floor collapsed. Students only received minor injuries," clarified a teacher of the school.A teacher on condition of anonymity said that it was announced in the morning that only one stairway instead of two would be accessible for students of all four floors.The architect of the building, responsible for the school building and repairs, Rolin Mendonca told Mid-Day, "There was a large volume of children rushing downstairs for their recess and they lost control and stumbled upon themselves and a railing of the stairs gave away and fell. We have called for structural engineers to check the building and repair it to avoid any such incidents in the future."According to the Byculla police, two students were sent to J J Hospital, while one was taken to Balaji hospital only for examination and were sent home, as they were not grievously injured."The fire brigade rushed to the site only after news channels flashed news about a roof collapse. Parents were panicked and phones went ringing off the hook. The situation was not as grave as it was portrayed to be. All students are now home safe and sound," informed Ganesh Rathod, PI, Byculla police station.Parents who rushed to the school to pick up their children were enraged by the false media reports. One such parent said, "The situation is not bad and doesn't require that much attention. More than any student being injured I think the parents whose BPs are rising would have to be hospitalised soon."

Eight fire engines and seven water tanks were pressed into service to put out the fire at Peninsula Chambers, Lower Parel, yesterday morning. pics/nimesh daveThe fire that broke out at Peninsula Chambers in Peninsula Corporate Park in Lower Parel at 8.30 am yesterday, has raised several questions about fire safety in high rises. According to P D Karguppikar, deputy fire officer, the cause of the fire was a short circuit. Smoke billowed from the basement of Peninsula Chambers, luckily no one was injured, as officegoers had not arrived. Police smashed glass windows and pumped in water to douse the fire while onlookers gathered on the sidewalks. Eight fire engines and seven water tanks were pressed into service to douse the fire. "Every high rise has two alternate sources of electric supply — one from BEST and the other from a diesel generator. In this case, the diesel generator did not work, as it was on manual mode rather than automatic, so the sprinklers did not start. Also the electrical shaft (through which all main electric lines pass) in the building, which should be sealed, was open allowing the fire to spread rapidly," said Karguppikar. No punitive powerHe added, "A notice regarding the breach of safety norms in the building will be issued within a week. People do not take fire safety norms seriously as fire officials do not have punitive power."A fire official said, "The basic mistakes that all high rises make is non-maintenance of basic fire safety installations. No matter how much you spend on a building, what matters are fire safety precautions."PrecautionsBut a spokesperson from Peninsula said, "Our systems were all in place and an alarm was raised immediately. The building was vacated in five minutes. We take all fire safety precautions including fire drills and regular checks on fire equipment. In fact, the fire officials used our hydrants to extinguish the fire."Safety firstAll high rises including residential and commercial buildings should have certain safety installations in place in order to prevent fires. These include:> A water reservoir for fire fighting. > A system known as wet riser system should be in place. It activates water pumps normally located on the ground floor, so that water can be carried through hoses to all the floors in case of a fire. > Fire hoses should be located on all floors.> Sprinkler systems, smoke detectors and heat detectors are essential on all floors. > There should be a fire lift only for the use of firemen, which allows them easy access to the fire. > Fire exits should not have any encroachments.

Fire disrupts Airtel services

A fire broke out at the Peninsula Corporate Park in Lower Parel, a little after 8.30 am, and has disrupted Airtel services.
There have been no casualties reported.
Airtel officials are now working to get the services back in order.
The fire started in the basement of the multi-storey building and eight fire engines, seven tankers and two ambulances were rushed to contain it.
The Fire Brigade officers said that the fire had reached the second floor of the building had been put out within an hour's time.
However, this was enough to affect the Airtel's Communication Systems, which has left many Airtel users in a dilemma.
Airtel officials, themselves, are unsure when the services will be resumed.
Sanjay Kapoor, President, Airtel, says, "It's too early to say when network can be restored."It is also to early to assess the loss, including damages done to the property and the server," he added.
An official statement will be release at 4 pm today, which will inform when the services will come back to order.An Airtel spokesperson said, "The fire has resulted in a temporary disruption in power supply, which has impacted our network services in some areas of Mumbai.
"We are confident of soon restoring normalcy."
PD Karguppikar, Deputy Chief Fire Officer said that the basement's fire sprinkler system did not spring into action as the alternate electrical supply or the diesel generator in the systems was in manual mode.Karguppikar emphasised, "The diesel generator should always be on automatic mode."

Law students visit prisoners

Law students from GJ Advani College and KC College visited Arthur Road and Byculla prisons on Wednesday, following a High Court judgment directing law students to provide legal aid to underprivileged convicts.
Additional sessions judge M N Chohan joined the students as they interacted with 44 murder convicts.
A student revealed that a few classmates interacted with Neeraj Grover murder case accused Maria Susairaj, in the women's cell of the Byculla jail and said, "We will offer her legal aid if she asks. But she is privileged enough to afford lawyers."
"This visit has taught students to deal with cases confidently. Some prisoners need medical aid, while some have been in the jails for 14 to 16 years without a day of parole," said Mahesh Vaswani (46), law student and chairman, legal aid committee, G J Advani College.
"The prisoners questioned the duration of their imprisonment. They pointed out that they were concerned about the future after they are released from prison," said Namita Mistry, a law student after the visit.
Another law student Tina Lewis (27) told MiD DAY, "I met a 55-year-old convict who had murdered a man 10 years ago for kidnapping his daughter who was then 13. Now, even though he has spent 10 years in jail, he was not allowed to attend his daughter's wedding and see his grandchild. If he had free legal aid he could have been granted permission for the visits. We are trying our best to help."
"After long time the High Court realised the need of such legal aid. These visits and practice of legal aid are a combination of social service and learning," said Dr Vijay Ghormade, principal, Advani College.

PRIYA Singh (24) (name changed), an MBA student with an engineering degree from a well-to-do family was caught red-handed on Saturday stealing from bags in a girl's reading room in Ruia College Matunga. Sulekha Khan (name changed), an MSC student, had left her bag in the reading room and gone for her lecture. When she returned, another girl came up to her and informed her that a girl had removed money from her bag. They both searched the campus to find the girl and managed to catch her. The Matunga police sprung into action and found that the girl had cash stolen from four others and a mobile phone from one of the four victims."The girls reading room doesn't have a camera like the boys reading room. That is why such things happen easily," said a police officer. The girl's parents were called in and were shocked to know that hear about their daughter. Singh's mother is a teacher by profession and her father is a railway employee. They were in tears while being questioned about their daughter whom they say is "a very nice girl. We are searching a boy for her. We hope this doesn't spoil her future. It is not like her to do something like this." Sunil Deshmukh, senior police inspector, Matunga police station said, "The woman is educated and has a good family background. There is no motive for her to steal. Her parents are confused and in shock. We recovered Rs 3,645 and a mobile worth around Rs 15,000 from the girl."Singh will be produced at the Holiday Court at Bhoiwada and has been charged with Indian Penal Code 378 (theft).

THE Slumdog Millionaire stories refuse to die down. The children from the cast were in the middle of another controversy when they were reportedly denied entry at a film award function on Saturday night. Eyewitnesses said that they saw Rubina Ali (little Latika), Azharuddin Mohammed Ismail (little Salim) and Ayush Mahesh Khedekar (little Jamal) stand with their families for almost two hours outside the venue, waiting to be let in. Mehul Vohra, head of security agency CATS, said, "I'm unaware of this, but we were given standing instructions not to allow anyone, celebrity or non-celebrity, below the age of 18 to be let in because they were serving alcohol at the venue."While our Oscar-feted actors allegedly waited on the red carpet, Bollywood stars breezed past them into the function. The children shook hands with Vidya Balan and their Slumdog Millionaire co-star Irrfan Khan who commented, "There seems to be a lack of co-ordination." But the problem was later solved. The children were let in and were able to watch the rest of the function.

House help battles for life after chasing goons who robbed his employer

Four men robbed a Khar businessman at gunpoint, shot his servant and fled with Rs 1.75 lakh Suraj Dingreja (35), a businessman, was robbed at gunpoint at 10 pm yesterday near his residence on 8th road in Khar.
Dingreja, who runs an automobile spare part business at Opera House, was surrounded by four thieves as soon as he alighted from his car near the gate of his building (Pushpa Kunj). In fear, he pointed towards his bag, which contained Rs 1.75 lakh. The four grabbed the back and began to flee, but were caught by surprise when two men Dingreja's house helps Raju Kukreja and Kishore Sharma began chasing them. The robbers attacked Kukreja and Sharma. While Kukreja was shot in the chest, Sharma was attacked with a chopper and sustained injuries on his head. An officer from Khar police station confirmed, "The two helpers have been admitted at Bhabha Hospital, Bandra. Sharma is out of danger. Kukreja underwent surgery and is in critical condition. "It was too dark for anyone to notice how the thieves fled escaped or where they went. We are investigating the case and hope to arrive at some conclusion soon." According to a neighbour, the robbers had fled in a Maruti car. "Once we record Sharma and Kukreja's statements, we will try and identify the four robbers," said the police officer.

Lost pets are never found

That is the case with most stolen pedigreed pets in the city. Rita Ghose finds out why getting them back is next to impossible

Goregaon resident Parag Patel is doing everything possible to get his kidnapped pug back (see box), but the dognapping on December 27 has brought to light the "almost impossible" chances of recovering stolen pedigreed pets.

Said Dr Deepa Katyal, an animal activist and veterinarian, "It is almost impossible to get back pedigreed pets. Exotic breeds, puppies and friendly dogs are the targets. I get about five complaints of missing dogs every month."

The reason, claim many, is that the police don't treat these cases seriously and hiring a detective can cost up to Rs 50,000.

Grim picture

Rajendra Khanna of Third Eye Intelligence received two cases of missing dogs a Rottweiler and a Pug last year, but could recover only the pug. "Often the culprit is the dog walker," said Khanna.
Sujeet Menezes, CEO & Managing Director, IBI Detective, said pet thieves

have a good network to locate targets and collect information. "It's a lucrative business. A Labrador stolen here can fetch about Rs 1 lakh in the Gulf."

Both said they charged a steep fee in such cases because of the difficulty in tracing dognapping gangs.
The solution?

Fizzah Shah, vice president, In Defence of Animals, India,

said, "The cops tend not to take crimes related to animals seriously. Often filing even a non-cognisable offence is difficult. We must have a separate body to investigate crimes against animals or empower the SPCA with punitive powers."

Chipping your dog doesn't help in tracking

Implanting a microchip in your dog's neck may not help you get the dog if it has been stolen. Though the chip has details of the dog - family line, owner, etc, Dr Deepa Katyal, who is the Kennel Club of India's (KCI) doctor for implanting chips, said, "We don't have a satellite network like they have in Australia to track the implanted chips. It is a huge investment.''

Implanting a chip only means that your dog can be positively identified if recovered.
"The chip, as small as a grain of rice, is implanted into the shoulder blade of a dog with the help of an injection like apparatus," said Katyal. The procedure costs up to Rs 1,500.


Case history
Parag Patel's four-month-old pug Mucu, who was kidnapped from his home, is still missing. Apart from filing a police complaint, Patel has offered a reward of Rs 50,000 for anyone who finds Mucu.

Padmashree Mohammed Rafi, the legendary singer, who passed away in 1980, has always been revered worldover for not just his talent, but also for the truly wonderful human being he was. Yet, 28 years after his death, a recovery agent from ICICI Bank used words to describe him that we cannot print in a family paper. Why? Because Rafi's son Shahid defaulted on a Rs 6.5 lakh loan with the bank. Said Shahid Rafi (47), "A week ago, the recovery agent called me and said, 'Yeh tere baap ka paisa nahin hai and used expletives against both my father and my mother. I can't bring myself to tell you the words he used."He added, "I couldn't believe what I was hearing. He had a problem with me, why abuse my parents? I was frightened, angry, upset, and I decided I would file a suit. The man also called my wife and threatened her saying, 'Tere shauhar ne paisa khaya, ab tu bhi khayegi kya?' He also said he would beat her up."The RBI saysOn April 24, 2008, the Reserve Bank of India asked banks to take complete responsibility for recovery agents to avert disputes and litigations arising out of high-handed loan recovery practices and warned of a ban on their deployment if found engaged in abusive practices. Banks were asked to use the forum of Lok Adalats for recovery of personal loans, credit card loans or housing loans of less than Rs 10 lakh as suggested by the apex court.Rafi said he has croresOn October 24, Rafi filed a case against Rakesh Sinha (name changed) the recovery agent from ICICI Bank for 'intentional insult to provoke breach of peace' and 'criminal intimidation'.He said, "I took a Rs 6.5 lakh loan in 2006 for my garment factory in Goregaon, but it shut down in October 2007. Yes, I have defaulted on my EMIs as the closure meant huge losses. The fact is, I have also taken loans from four other banks, but they've all given me more time. ICICI Bank, on the other hand, has been extremely aggressive."Rafi added that he was no thief and would repay the loans. "I paid all my workers their dues. I have never robbed anyone." Two months ago, Rafi began operations at a call centre in Goregaon for a mobile service provider. "I bought the property a couple of years ago and I will use the income repay my loans," he said. We checked this out and it's true. Rafi was repaying a collection officer from one of the bank's he borrowed from when we visited his office on Friday. The bank officer said, "I am here to collect some of the money. Rafi has been very cordial and our bank has waived of the late fees, which we only do for bankable customers." Earlier that afternoon, Rakesh Sinha, the recovery agent for ICICI Bank approached this reporter complaining against Rafi. He said, "Shahid Rafi keeps taking his father's name and tries to use that against us. Rafi told me he has at least Rs 100 crore abroad, but won't pay up".However Rafi rubbished the claim and said he had never cashed in on his father's name. And for the record, it was this paper which approached Rafi, not the other way round. The personal collections manager of ICICI Bank, Andheri (E) said, "He has 16 cheque bounces and 12 installments are due. If the recovery agent has erred, the bank will investigate and take appropriate action." Meanwhile, P P Dubey, Rafi's lawyer said, "Without following due process of law, no bank can recover money. A recover agent has no authority to recover dues through threats or abuses. They should've filed a recovery suit in the civil court."

A history of abuse
> September 18, 2007: Prakash Sarvankar (38) committed suicide leaving a note stating he had been receiving threats from ICICI Bank's loan recovery agents.
> June 2007: Recovery agents of ICICI Bank allegedly beat a customer to death at Hyderabad, in order to recover a loan of Rs 15,000.
> A 75-year-old widow Prakash Kaur from Kanpur complained about the bank sending goondas to recover dues. She had defaulted in only one installment of the 33 taken.

Family driver takes blame for Rahul Tulsapurkar, who was actually at the wheelA Bandra youth, allegedly driving under the influence of alcohol, rammed into five cars parked at Bandstand, Bandra, at 4.15 am today. He was accompanied by three other youths, who were also drunk, according to eyewitnesses.

They then aimed at Mid day journalists, in a bid to stop us from taking pictures. The driver (circled) then drove into Le Papillon building, near Mount Mary, where they shifted into a Maruti Swift (MH 04 DJ 4070) and fled the scene....

Minutes later, the family 'driver' (above) emerged from the building and told Mid day that it was not the kids, but he, who was, in fact, driving the car. However, pictures tell the REAL story.According to the police, Rahul Tulsapurkar, who was driving a Honda Civic (MHO2 AU 6948), abandoned the car after the incident and rushed to his home in the Le Papillon building near Mount Mary.The MiD DAY reporter and photographer followed the Honda Civic and saw Rahul and his friends change cars and flee in a white Maruti Swift (MH04DJ4070) and provided the tip-off to the police.
The Bandra police have zeroed in on the driver of the car, who works with the Tulsapurkar and are interrogating him. Though he has taken responsibility for the accident, pictures of the incident available with MiD DAY show that the driver was not present during the incident. "I was driving the car," the driver told MiD DAY. The police, however, refused to divulge details as the investigations were on at the time of going to press. "We are looking for the youths," said an officer from the Bandra police station. Meanwhile, onlookers said the boys who got out of the car after the accident appeared to be drunk. A bottle was found in the car, however, cops were unable to confirm if it contained liquor.The cars that were damaged belonged to Mausir Masalawala, a businessman living at Bandstand. "I did not witness the accident, but I heard a loud bang and rushed down. I was horrified to see the damage my vehicles have borne," said Masalawala. Among the cars damaged were two Toyota Corollas and an Opal Astra. A Ford Ikon and Tata Indica sustained minor damages.

Three unidentified people on a motorcycle threw a glass bottle inside Shah Rukh Khan's bungalow, Mannat, on Bandra Bandstand, at 2 am this morning. It was suspected that the bottle contained some inflammable substance, as black stains were found near the bottle, but the Bandra police denied it. "There were three boys who threw the bottle, but nobody was injured," said the police official. Last yearTwo motor-cycle borne men threw glass bottles at actor Amitabh Bachchan's home in the wee hours of February 4 last year, in the wake of the Maharashtra Navnirman Sena (MNS) attacking the superstar for alleged negligence of Maharashtra.

A road accident involving three vehicles at a bridge near Nehru Nagar in Kurla left one man badly injured on Thursday around 12.45 am.
According to eye witnesses, a speeding Tavera crashed into a staionary dumper, a Hyundai Accent coming from behind rammed into the Tavera , which led to a three-vehicle pile up.
Sanjay Gangat (25), the Tavera driver, in an attempt to avoid collision with the dumper, swerved to the left, coming directly in the path of the Hyundai.
Gangat was rushed to Sion Hospital, where he will undergo a CT scan, said the doctors.
The Hyundai accent passengers Dr Krishnakumar Munshilal Saxena and his wife escaped with minor injuries.
The dumper driver was detained for questioning by the Nehru Nagar police.

Prompt action by the Antop Hill police led to the arrest of two kidnappers who abducted Prahlad Gupta (6), and tried to extort money from his father Om Prakash Gupta, a Sion-based jeweller. Monu Abiraj Singh (22) and Sachin Vikas Sonawane (23), were nabbed at Dombivli yesterday. "The two will be produced in Kurla court for remand and have been charged under section 364 (A) kidnapping for ransom," said a police officer from Antop Hill police station. Prahlad was abducted on Saturday and his father received a call demanding Rs 30 lakh. The police found him at Mumbra station on Sunday.

Mitesh Jethva (24) becomes the city's first accident victim in 2009
DEAD: Mitesh Jethva was on his way to drop a friend when his bike hit a tempo at the Chunabhatti stretch of the Eastern Express HighwayThis year's first fatal accident took place on the Eastern Express Highway opposite Somaiya Medical College, Chunabhatti. Mitesh Jethva (24), a ship survey course student, died, while his friend Kinjal Patel (19) suffered grievous injuries. Jethva, who was aspiring to go abroad for studies, was dropping Patel to her friend's house party on December 31 when his motorbike met with an accident. A Nehru Nagar police officer said, "They were on their way from Ghatkopar when, while overtaking a car, their bike hit a tempo, which had broken down in the middle of the road. Jethva did not see the tempo, as its indicator lights were off. After the accident, the tempo driver did not inform us nor did he try to help the injured."Jethva was declared dead on admission at Sion Hospital, while Patel is in the trauma ward. Jethva was engaged to be married soon and is survived by three brothers. The police have arrested the tempo driver, Sunil Wagh, and released him on a bail of Rs 3,000

Man kills himself after argument with ex-wife

Shamimulla Fakru Khan (38) killed himself on Sunday evening after an altercation with his ex-wife Nazma Ansari (40) at the G S K Lodge on L B S Marg, Kurla. The two had separated in July after being married for a year. Earlier that day, he told some of his friends to have a look at Nazma, who was a bar dancer. "Nazma did not like his behaviour and decided to sort out the matter. She accompanied Shamimulla to room 303 of the guest house, where they had an argument," said Inspector B D Jadhav from Kurla police station. At first, Shamimulla tried to strangulate himself with an AC wire. When that did not work, he tried killing himself with a beer bottle. Later, he consumed pesticides after Nazma refused to continue their relationship.Nazma ran to the reception for help when Shamimulla fell unconscious. He was rushed to Sion hospital where he was declared dead. Shamimulla was a tailor and had married for the second time. Nazma has a child from her first marriage. For video click here
